Special Coaching Scheme for SC/ST Candidates
The skill development program launched by MSDE (Ministry of Skill Development and Entrepreneurship) of Union Government has been quite busy off late. While the ministry has been giving complete attention to all youth segments in India, a special focus has been put on candidate of Scheduled Castes and Scheduled Tribes. A special coaching scheme has been put in place for these candidates to prepare them for new job opportunities that show up frequently in government sectors, public sectors and private sectors.
However, this special coaching scheme will be prepping up the SC/ST candidates only for Group C job openings. Training for Group B and Group A will not be imparted to them. In case they want to compete for these higher posts, they will have to travel on their own.
These special coaching centres are operational in Ghaziabad and Delhi under the supervision of DGE&T and accommodate 200 candidates at once. The scheme is carried out in different phases. The 30th phase of the scheme when operational on 1st of July 2013. Since each phase lasts only for 11 months, the 30th phase completed in June 2014.
Every phase covers 4 areas which are required in competitive exams for Group C jobs. These include:
- General English
- General Awareness
The students are tutored by experts from the respective fields.
Candidates who study under this special coaching scheme are entitled for:
- INR 500 monthly stipend.
- INR 500 worth of stationary per month.
- Completely free of cost books used for the courses.
In light of the Staff Selection Commission’s decision to conduct computer-based skills’ test, a new module for computer training was included in the special coaching scheme since 2010-2011.
Interestingly, there are no government-owned separate training institutes for this scheme. All classes are conducted either by colleges present in those areas or by private institutions. In order to lure these colleges and institutions, the government pays INR 500 to them each and every month for every single candidate they train in their facilities. This payment goes out as Professional Charge.
Expanded reach of the scheme
The special coaching scheme has been expanded to various other regions which operated the Coaching cum Guidance Centres targeted towards the Scheduled Caste and Scheduled Tribe candidates. Here is a quick list of the expansions that took place:
