Facing two consecutive draughts in the previous years, a complete new scheme has been taken up by the central government of our country. Crop insurance, which is also known as Pradhan Mantri Fasal Bima Yojana, shall be provided to farmers. This will be really beneficial for the farmers in case of any unfortunate incidents like draught or extreme flood. It cannot be denied that because of these farmers, we are able to attain fresh fruits and vegetables to eat. The premium that is necessary for the farmers for deposition are 1.5%-2% for Rabi food grains and oilseed crops and 2% for the kharif crops. The farmers shall be provided with 25% of claims directly and a company shall be established for the state level as well as farm level assessment of risks and post harvest losses. There were certain agricultural insurances which were previously provided to farmers and it can be said that those insurances were not very much effective for them. This is the reason, it is essential to consider all the respective areas of concern and care needs to be taken that at times of an emergency, the farmers are really benefitted from this insurance.
Considering insurance benefits for tenant peasants
The marginal peasants, who comprise of more than 70% of the peasants of our country, should also be benefitted from this Pradhan Mantri Fasal Bima Yojana. The government needs to strive for that. A major issue that needs to be solved is, since the tenant peasants do not own land, they are not eligible for attaining any form of insurances. But they have been putting the same efforts for producing crops and incur the same amount of loss, if not more than other farmers, at times of any emergency situations. Thus, a huge number of farmers are not eligible for attaining the benefits of this scheme and the government needs to find a way in covering these farmers too.
Reduction of the high premium rate
The Pradhan Mantri Fasal Bima Yojana has been approved by the Union Cabinet and in this insurance one good news is, the premium rates have been brought down to a great extent so that it becomes convenient for the farmers to avail the insurance coverages against any form of crop loss on certain natural calamities. This is definitely great news for the farmers since previously the premium paid were 15%. With farmers requiring a premium share of 15% in several areas, it was becoming really tough for them to pay the premium.
The excellent usage of technology
It can be said undoubtedly that for the first time, technology is being utilized for the benefit of farmers. Certain innovative technologies like, remote sensing, drones and smart phones shall be used for fast estimation of crop losses and settle the claims of farmers as early as possible. It is true that if such measures can be incorporated flawlessly, then the farmers shall be immensely benefitted. Along with the reduction of premiums, if the losses are calculated so easily, then, the claims can be offered very quickly. The farmers, who incur losses every year due to draughts and flood, undergo really difficult times in living a daily life and providing for their family.
