Today the talks regarding current land acquisition bill are everywhere. This is especially due to the fact that as per some leaders this bill is supposed to rip off farmer’s goodwill. Several controversies associated with the claims have also made it the central topic of discussion.
Land Acquisition Bill 2015 Good or Bad for Farmers and India?
Land acquisition is acquiring the land by central or state government for development of infrastructure and growth of economy. It currently comes under The Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act, 2013.
Indian government has brought about certain changes in this bill recently. As per those changes, the infrastructure development on the acquired land won’t be needing 80% landowner’s consent. Another important change brought about in this bill is that the landowners will be given justified compensation where the government will be involved.
Regarding this, Mr. ArunJaitely, Finance minister, India said,” In a nutshell, we have tried to achieve a balance, where higher compensation will continue. At the same time, procedural rigors will be loosened or eased.”
As per a big section of reformist this bill was called as pro-corporate bill as it will be beneficial for big corporate companies. In response to this Mr. Jaitely said that the foreign companies used to face a lot of problems while land acquisition that eventually led them to cut off the investments from the country.
February 25, 2015 was the date chosen to present this bill. Birendra SinghChaudhary, Rural development Minister of India introduced new Land Acquisition bill and Rehabilitation and Resettlement (Amendment) Bill, 2015 in the LokSabha.To show the protest against the bill, opposition leaders walked out of the parliament.
However in RajyaSabha, government found itself on back foot regarding this issue as NDA is in minority in RajyaSabha. Upon this issue, Mr. Jaitely said that there is no need of discussing the bill in LokSabha as it will be discussed in upper house later on. But the opposition parties didn’t agree with the Finance Minister as they called the bill unnecessary and anti farmer.
Anna Hazare who brought about revolution three years back on the matter of anti-corruption is now again ready to shake up the roots of the government regarding this. Anna Hazare has also sent the invitation to Delhi Chief Minister ArvindKejriwal and KiranBedi to join the movement at Jantar- Mantar against central government Land Ordinance. This movement is against the anti farmer amendments in the land acquisition bill. He questioned Modi Lehar in the country and said that the good days are only limited to the corporates and farmers are totally deprived of the support as usual.
The major issues in the Land Acquisition Bill are cited to be:
- Private firm take advantage of government acquisition.
- Displaced people are being compensated and rehabilitated inadequately.
- Affected section has no representative and no resources of fighting for their rights.
- There is no democratic or public involvement in the decision-making procedure and almost everything is controlled by government officials thus the transparency in the procedure is questioned.
