If you are not travelling abroad for the purposes of employment, you will no longer need the ECNR stamp or the emigration check. Now if you have a valid passport and visa along with a return ticket, you will not need to go through the check at the immigration counter if the purpose of your visit is not employment. This has been stated by the Emigration Policy Division of the Ministry of Overseas Indian Affairs. You just need to be an ECR passport holder.
However, if you are travelling to one of the 17 listed countries for employment, ECNR will be required. These countries are:
ECNR is only required if you are travelling to any of the below 17 countries for employment:
- United Arab Emirates (UAE);
- The Kingdom of Saudi Arabia (KSA),
- Thailand; and
Did you get your passport before Jan’07? If this is the case then it means you will require Emigration Check as it is not eligible for Emigration Check Not Required status. In case you are moving to the a country in the list above, clearance from the immigration counter will be needed.
If your passport was issued after January 2007: If the second page is blank then it still means that you have the ECNR stamp. Just in case you are not eligible, you will be required to go through the emigration check.

How to apply for ECNR stamping
Get the ECNR Application Form: There is a form that you will need to fill. It is called Form 2. You can get this form from the passport office by paying INR 5.00 or you can download it from the web by clicking the following link: http://passport.gov.in/cpv/miscell.pdf
Payment for the application fee: A fee of INR 300 needs to be paid while submitting the application. The fees can be paid in cash or you can also pay it using a demand draft.
