Bill Banvao Inaam Pao Scheme Delhi
The Govt. of Delhi was launched a flagship scheme for the citizens of Delhi, called the Bill Banvao Inaam Pao (BBIP) scheme through an advertisement in October, 2015. The regulator and administrator of this scheme is the Dept. of Trade and Taxes, Govt. of Delhi. The government has decided to distribute awards and prizes for those who purchase any goods or services with a valid bill or purchase certificate from a registered shop or dealer. So this scheme will encourage the system of bill collection after purchase of any goods and commodities or even services. And only registered sellers are allowed to give retail invoice.
Who can participate in the Bill Banvao Inaam Pao Scheme?
Those who reside in Delhi and its adjacent areas can take part in this contest and grab a chance of winning an award for making bonafide purchase from a registered seller and get a retail invoice of the purchased goods. The amount of bill after tax is added must be greater than Rs. 100. The shop from where the purchase is being done, or the dealer from which the service is bought must be registered under the Delhi state jurisdiction.
Things which are to be kept in mind while requesting for bill generation after purchase
The cash memo or the retail invoice must have some set of information which are mandatory to get it registered for the Bill Banvao Inaam Pao contest. There is a set of guidelines explained by the regulatory body of this scheme which needs to be followed by the bill generator or seller while making the bills. Each bill must carry a valid registration number of the seller / shop / dealer, which authenticates that the seller is a registered one. The cash memo must contain names of each goods or services bought and their respective rates. The taxation rate if any must be clearly mentioned. If there is any Value Added Tax (VAT) applicable, then it is to be printed there. The total sum amount excluding VAT and including VAT are to be printed. The bill must be uploaded within seven days of purchase date.
How to take part in this scheme after purchase with a valid bill?
There are three modes of participation in this Bill Banvao Inaam Pao scheme. One is direct upload of your bill details on the official website and then get registration in the scheme. The next is by taking picture of a valid retail invoice and send it via whatsapp. The third is the new in line which is done by a dedicated smart phone application. These three procedures are described below.
Bill submission through official website
The official webpage of Department of Trade and Taxes, Government of Delhi is www.dvat.gov.in. Those who want to participate in the Bill Banvao Inaam Pao scheme must visit this website and upload the entire details of the valid bill. After successful upload of the bill details, if all conditions are satisfied, the customer will receive a confirmation SMS along with a registration ID and thus will be in the line to get rewards for making a valid bill from a valid seller.
Bill Submission through Whatsapp number of DVAT
There is a Whatsapp mobile application of DVAT which can be operated from any smart phone with internet connection. One can click a photo of the entire bill and send it to the Whatsapp number and get registered in the scheme. After successful registration through Whatsapp, a confirmation SMS is received by the customer which carries a unique registration ID.

To grow the extent of reach among the masses and to popularize this scheme, the government has also launched a separate mobile application named Bill Banvao Inaam Pao app for android and windows phone users. Thus they can easily take part in this scheme from their smart phones and upload their registered retail invoices.
How the awardees will be selected?
After the received entries to the scheme by customers, the Dept of Trade and Taxes, Delhi will held a computerized lucky draw of the entries and select the winners. This draw is done using the registration ID of each customer, which is unique in nature. Generally the drawing date is fixed on 15th of every month. Awards equal to 1 % of the total entries under this scheme will be distributed every month. This means is 10,000 customers have registered for the scheme for this month, 100 awards will be given.
Mode of distribution of prizes
The awardees after being selected are eligible for cash reward in their bank accounts. So those who are registering in the scheme must also put their bank details like the account number and IFSC code for payment transfer. After the list of winners is decided, the concerned department will crosscheck the bills from the sellers who have issued the bills. The customer must keep hold of the bills until their bank accounts get credited with the prize money. The prize money will be five times the value of the bill after tax, with a maximum limit of Rs. 50,000. One person can have only one cash reward each month.
Who cannot take part in this scheme?
Those who are the employees of the Dept. of Trade and Taxes, and their family members are not eligible for taking part in this scheme. Consumers who have bought liquor, fuel, LPG cylinder, CNG, vehicles, etc are not eligible to participate in this scheme. Purchases made for resale purpose by the dealers will not also get inclusion in this scheme. The decisions taken by the Department regarding announcement of winners will be final.
